GovBot Mitigation Plans
Read-only Model Context Protocol connector for local hazard mitigation plans in the United States. Published by Ideation Lab, Corp.
Description
GovBot Mitigation Plans is a Model Context Protocol (MCP) server that lets an AI assistant read local hazard mitigation plans held by GovBot. It returns plan status from the OpenFEMA plan status registry, plan content extracted with page citations (hazard history, risk rankings, loss estimates, National Flood Insurance Program participation, capability, dams, development, plan maintenance, data sources, planning participants, lifelines, agriculture, climate projections, prior action status, public engagement and plan review tool entries) and the mitigation action pipeline (cost, funding, lead organization and timeline). The service is read-only and does not store or modify any data.

Tools
| Tool | Description |
|---|---|
find_plans_for_place | Returns the plans served for a jurisdiction, found by registered name or Census GEOID, with plan status, dates, selection reason and held documents; lists registered plans that are not held. |
get_plan_profile | Returns a plan's registry record, jurisdictions covered, every held file with its document kind and plan period, and counts of extracted values. |
get_plan_elements | Returns extracted plan content for the requested elements, each value with page and quote. |
search_mitigation_actions | Searches mitigation actions by words, place, plan, state, hazard, activity type, status or FEMA funding intent. |
get_plan_data_sources | Returns the datasets a plan states it used and the public sources this service used to describe the plan. |
Plan selection
For each jurisdiction the current approved plan is served first (final document, then the pre-adoption draft, then volumes). A newer plan document that is in review, in progress or pending adoption is served alongside it. An expired plan, or a plan in review, is served only when no current approved plan is held. Selection uses the registry status and the document labels.
Qualification of values
Every value states the plan status and dates, the document kind, the plan period and document date, the reason the plan was selected, the page and quote it was taken from, the sampled extraction accuracy for the element and state, and the result of any check for contradictions within the plan. Values are as recorded in the plan at its date. They are not current conditions and are not determinations of plan compliance or funding eligibility.
Sources
| Source | Data read |
|---|---|
| OpenFEMA HazardMitigationPlanStatuses | Plan and jurisdiction status, approval, adoption and expiration dates |
| Hazard mitigation plan documents | Plan text, read and extracted with page citations; extraction accuracy is measured on a checked sample |

Limits
- Plan content is extracted by a language model. Accuracy is measured by comparing a sample of values with the cited page and is reported with every value.
- Not every registered plan is held. Plans that are registered but not held are listed as such.
- An empty result means no held document contains the item. It is not evidence that the plan omits it.
- Contact details, street addresses, coordinates and titled personal names are removed from plan text.
Example questions
- Which hazard mitigation plan covers Nacogdoches, Texas, and what is its status?
- List the flood mitigation actions with cost and funding source in the current plan for Lee County, Virginia.
- What NFIP policy and claim figures does plan 100765 report, and on which pages?
- Which datasets did plan 108250 use for its risk assessment?
